Parliament completed its listed legislative and financial business today amid disruptions.
In five minutes, the Insolvency and Bankruptcy Code (Amendment) Bill, 2021 was passed in Lok Sabha. It is worth noting that in the five years since the enactment of the IBC, six amendments have been made. And five out of six times, they were first promulgated as Ordinances.
Similarly, the Supplementary Demands for Grants for 2021-22 were discussed and voted on in under 10 minutes. The supplementary budget proposed an incremental cash outgo of Rs 23,675 crore which is an increase of 0.7% in expenditure over the budget estimate.
In Rajya Sabha too, the Juvenile Justice (Care and Protection of Children) Amendment Bill, 2021 was passed without discussion. The Bill amends the 2015 Act and mainly allows the DIstrict Magistrates to issue adoption orders instead of the civil courts. The Bill was passed in Lok Sabha in March.

33% The Minister of Law and Justice was asked in Lok Sabha today about the government’s plan to bring a Women’s Representation Bill providing 33% reservation for women in Parliament and State Legislatures. The Minister replied that the issue needs careful consideration on the basis of the consensus among all political parties before a Bill for amendment in the Constitution is brought before Parliament. This matter was also raised on International Women’s Day this year. More details here. |
