Amid disturbance in the House, the Mineral Laws (Amendment) Bill, 2020 and the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2019 were passed in Lok Sabha without discussion.
Note that Ordinances with similar provisions were promulgated before the start of the Budget Session.
Since Ordinances cannot remain in force after six weeks from the reassembly of Parliament, the two Bills will have to be passed next week in Rajya Sabha as well.
The Mineral Laws (Amendment) Bill, 2020 removes the end-use restrictions for certain coal mines. The Bill further allows transfer of statutory clearances from previous lessees to successful bidders for two years.
Lok Sabha and Rajya Sabha will meet again on Wednesday at 11AM after the festival of Holi.
Discussion on the working of Ministries of Railways, MSMEs, Law and Justice, Rural Development and Agriculture is planned in Rajya Sabha for next week.
