Both Houses of Parliament resumed their business on March 13th for the second part of the Budget Session. During the week, both Lok Sabha and Rajya Sabha witnessed disruptions leading to repeated adjournments.
The Second Batch of Supplementary Demands for Grants (2022-23) was tabled in both Houses. It proposes a net cash outgo of Rs 1,48,133 crore. This includes:
Rs 36,325 crores towards fertiliser subsidy,
Rs 33,506 crore towards additional transfer to GST Compensation Fund and additional release of GST compensation to States/ UTs, and
Rs 25,000 crores towards additional transfers to Universal Service Obligation Fund (USOF).
The supplementary budget was listed for discussion in Lok Sabha, but could not be taken up due to disruptions.
The Joint Committee on theMulti-State Co-Operative Societies (Amendment) Bill, 2022 tabled its report on the Bill in both Houses. The Bill allows merger of state cooperative societies with existing Multi-State ones. The committee largely concurred with the proposed amendments, and one Member issued a dissenting opinion.
The Joint Committee on theJan Vishwas (Amendment of Provisions) Bill, 2022 also tabled its report on the Bill in Rajya Sabha today.
On Wednesday,Inter-Services Organisations (Command, Control and Discipline ) Bill, 2023 was introduced in Lok Sabha. The Bill seeks to empower the heads of the Inter-Services Organisations like Andaman and Nicobar Command and joint training institutes like National Defence Academy to exercise disciplinary or administrative powers over the service personnel under their command, irrespective of their service.
