The Criminal Procedure (Identification) Bill, 2022 was introduced in Lok Sabha. The Bill replaces the Identification of Prisoners Act, 1920 to allow collection of iris and retina scan, physical and biological samples etc. of convicts, arrestees and detainees among others.
The introduction of the Bill was opposed by several members, one of whom stated that the Bill violates Article 20(3) of the Constitution of India which guarantees that "no person accused of any offence shall be compelled to be a witness against himself". In response, the Minister of State for Home Affairs assured the House that the provisions of the Bill would lead to more prosecution and higher conviction rates. He said that the current Bill is about 100 years old and doesn't include modern means of investigation. The Bill was introduced with a recorded vote of 120 ayes and 58 noes.
The Constitution (Scheduled Castes and Scheduled Tribes) Orders (Second Amendment) Bill, 2022 in relation to Uttar Pradesh was also introduced in Lok Sabha. Later, the Constitution (Scheduled Tribes) Orders (Amendment) Bill, 2022 in relation to Tripura was passed. The Bill seeks to include the Darlong community as a sub-tribe of the Kuki tribe in the list of STs in Tripura.
In Rajya Sabha, the last leg of the Budget Process was taken up with the Finance Minister moving the Appropriation and Finance Bills for the Upper House's approval. The discussion did not conclude.

₹ 2.57 crore The Environment Ministry informed Lok Sabha today that an expenditure of ₹2.57 crore was incurred against the budget provision of ₹3 crore in 2020-21 under the Research and Development Scheme which supports and funds R&D projects in important thematic areas of environment prevention, protection and management. In 2019-20, ₹4.49 crore was incurred against a budget of ₹4.50 crore. |
