Rajya Sabha approved the Statutory Resolution to extend President's Rule in Jammu and Kashmir by another six months. The Jammu and Kashmir Reservation (Amendment) Bill was passed in Rajya Sabha today. The Bill was passed in Lok Sabha on Friday, June 28, 2019.
The Central Educational Institutions (Reservation in Teachers’ Cadre) Bill, 2019 was passed in Lok Sabha. The Bill replaces an Ordinance that was promulgated earlier this year. The Bill provides for reservation of posts to persons belonging to SC, ST, OBC and EWS in direct recruitment of teachers in central educational institutions. For the purpose of such reservation, a central educational institution will be regarded as one unit. It overrules the Allahabad High Court judgment, which required departments to be considered as separate units for the purpose of reservation.
During the course of discussion on the Bill, several members questioned the reason the provisions of the Bill were promulgated as an Ordinance earlier. Some members asked the reason for keeping certain institutions of excellence and institutions of national and strategic importance, specified in the Schedule to the Bill, outside the purview of the reservation specified in this Bill.
