In Lok Sabha today, Zero Hour was suspended to initiate a discussion on a Statutory Resolution to extend President's Rule in Jammu and Kashmir by another six months. Note that, a resolution for President's rule in J&K had been moved and approved by Parliament in January earlier this year. Lok Sabha approved the extension of this resolution in J&K by another six months.
The Jammu and Kashmir (Reservation) Bill, 2019 was discussed and passed in Lok Sabha. The Bill replaces an Ordinance that was promulgated earlier this year. Note that, since the state of J&K is under President's Rule, laws related to the state can be passed by Parliament under Article 356 of the Constitution.
The Bill amends the Jammu and Kashmir Act, 2004. The Act provides for reservation in appointment and admission in state institutions to socially and economically backward classes. It defines socially and educationally backward classes to include persons living in areas adjoining the Actual Line of Control. The Bill amends this to include those persons living in areas adjoining the International Border, within the ambit of this reservation.
