- The Jawaharlal Institute of Post-Graduate Medical Education, Puducherry Bill, 2007, was introduced in the Rajya Sabha on March 7, 2007.
- The Jawaharlal Institute of Post-Graduate Medical Education and Research, Pondicherry, was established in 1964. Its primary objective was to develop patterns of teaching in undergraduate and post-graduate medical education, which it has been fulfilling. The Bill declares the Institute to be a statutory body and "an institution of national importance" under Seventh Schedule of the Constitution. The Institute will now be able to develop its own curriculum and grant diplomas and other academic distinctions related to medical, dental and nursing studies.
- The Institute will (a) provide teaching in undergraduate and postgraduate teaching in modern medicine and related fields, (b) provide facilities for research in such sciences, (c) teach humanities, conduct experiments and specify courses and curricula for undergraduate and postgraduate studies. The Institute will also establish and maintain (a) at least one fully equipped and staffed medical college, (b) at least one well-equipped hospital, (c) a dental college, (d) a nursing college, (e) rural and urban health organizations for field training, (f) and other institutions for the training of different types of health workers and support staff.
- There shall be 22 "members" of the Institute. The Union Health Minister will be the President of the Institute. The Institute shall have a Governing Body that will act as its executive body. At least two-thirds of this body will be "members" of the Institute. The Director of the Institute will act as the chief executive as well as the Secretary to the Institute and the Governing Body.
- Finances
- The Central Government shall pay to the Institute the sums considered necessary for the fulfillment of its functions after due appropriation made by Parliament.
- If there is any dispute or difference between the Central Government and the Institute in connection with the exercise of its function, the decision of the Central Government shall be final.
