The Tamil Nadu Government Servants (Condition of Services) Amendment Bill, 2023 

  • The Tamil Nadu Government Servants (Conditions of Service) Amendment Bill, 2023 was introduced in the Tamil Nadu Legislative Assembly on January 13, 2023.  The Bill amends the Tamil Nadu Government Servants (Conditions of Service) Act, 2016.  The Act regulates the service conditions of government servants.  This includes recruitment, promotions, and posting.

  • Mandatory Tamil language paper: The Act states that no person will be eligible for appointment through direct recruitment to any service under the state if he does not possess adequate knowledge of Tamil.  However, the Act also enables the appointment of a candidate who does not possess adequate knowledge of Tamil at the time of recruitment.  Such an appointment is conditional to passing a Tamil language examination within two years of his appointment.  The Bill overrides the above and makes it mandatory to pass a Tamil language paper as part of the recruitment process.  The candidate must score at least 40% marks to pass the examination.  This provision will apply retrospectively from December 1, 2021.  The state government will prescribe the syllabus and content.
