  • The Rajasthan Universities’ Teachers (Absorption of Temporary Teachers) (Amendment) Bill, 2023 was introduced in the Rajasthan Legislative Assembly on March 15, 2023.  The Bill amends the Rajasthan Universities' Teachers (Absorption of Temporary Teachers) Act, 2008.  The 2008 Act provides for the consideration of permanent appointment of temporary teachers in universities, as a one-time exercise.  The Act defines temporary teachers as being appointed on a stop-gap or part-time basis, in the pay scale prescribed by the concerned university.  The Act mandated such appointments to be made within 180 days from June 12, 2008.
  • Left out temporary teachers:  The Bill adds that certain left out temporary teachers may be considered for permanent recruitment even after the expiry of the 180 days period under the Act. Left out temporary teachers are defined as those who: (i) are working in universities by virtue of agreements between the university and another agency referred by the University Grants Commission (UGC) and (ii) were not considered when the permanent appointment was done under the 2008 Act.  Yoga instructors or yoga teachers meeting the above criteria will also be eligible.
  • Inclusion of yoga instructors: The Act’s definition excludes teachers appointed on a contractual basis or on deputation in foreign service.  The Bill expands the definition of temporary teachers to include yoga instructors working in universities under the Scheme for Promotion of Yoga Education and Practice and Positive Health in Universities, introduced by the UGC or under the guidelines issued by UGC.
