  • The National Academy of Legal Studies and Research University (Amendment) Bill, 2021 was introduced in Telangana Assembly on September 27, 2021.  It amends the National Academy of Legal Studies and Research University Act, 1998.   The Act provides for the establishment of the Nalsar University of Law in Hyderabad.  The Bill amends the Act to change certain provisions on the reservation of seats for admission of students into the University.  It also replaces references to the state of Andhra Pradesh in the Act with the state of Telangana. Key features of the Bill are:

  • Reservation for backward classes: The Act provides for reservation of seats to the following categories: (i) scheduled castes, (ii) scheduled tribes, (iii) physically challenged persons, (iv) women, and (v) resident students of the state.  The Bill extends the reservation to students from Backward and Other Backward Classes. 

  • Increase in quota for residents: The Bill increases the quota of reservations for resident students from 20% to 25%.  For admission into BA LLB and LLM courses, a resident student is one who has: (i) studied for four consecutive years in Telangana and completed the qualifying examination in Telangana or (ii) resided for at least four years in Telangana in the previous seven years and completed the qualifying examination in Telangana.
