- The Kerala Bamboo, Kattuvalli and Pandanus Leaf Workers’ Welfare Fund (Amendment) Ordinance, 2021 was promulgated on February 9, 2021. It repeals the Kerala Bamboo, Kattuvalli and Pandanus Leaf Workers’ Welfare Fund (Amendment) Ordinance, 2020, which expired on February 11, 2021. The 2021 Ordinance extends the provisions of the 2020 Ordinance.
- The 2021 Ordinance amends the Kerala Bamboo, Kattuvalli and Pandanus Leaf Workers’ Welfare Fund Act, 1998. The Act sets up a Fund to: (i) grant relief to, (ii) promote welfare of, and (iii) pay pension to workers and persons employed in the Bamboo, Kattuvalli and Pandanus Leaf industries. The 2021 Ordinance amends the amount of contribution required to be made to the Fund by workers, employers, and the government.
- Contribution to the Fund: The Act provides for a contribution of seven rupees per month to the Fund, by every: (i) worker, (ii) employer and producer (for every such worker), and (iii) self-employed person. The 2021 Ordinance enhances their contribution to fifteen rupees per month.
- Further, the Act provides for the state government to annually contribute to the Fund, an amount equal to the total contribution made by the workers and self-employed persons. The 2021 Ordinance reduces this annual government contribution to 75 per cent of the total contribution made by the workers and self-employed persons.
